New figures reveal that up to one third of councils across England have taken drastic action to deal with “bulge classes”.These are special one-off reception units set up until their pupils can be absorbed by other classes or leave primary schooling.
Measures taken to house them include building temporary classrooms, sometimes even in their own playgrounds or fields.
