"The Ulster Defense Association, the major Protestant paramilitary group in Northern Ireland, said Wednesday that it had fully disarmed, meeting the chief requirement of the 1998 peace accord. The international official overseeing Northern Ireland disarmament, Gen. John de Chastelain, a retired Canadian general, said his officials had conducted a major act of decommissioning in which arms, ammunition, explosives and explosive devices belonging to the U.D.A. have been destroyed. Frankie Gallagher, an association representative, told a Belfast news conference that the group regretted having killed more than 400 people, mostly Roman Catholic civilians, from the 1970s to the 1990s."
