"He will return power to the Bank of England, breaking up the discredited tripartite regime put in place by Gordon Brown 13 years ago.
"Mr Osborne blames the system set up by the former Labour Chancellor, in which the banks were supervised by the Treasury, Bnk of England and FInancial Services Authority, for failing to spot the looming financial crisis that has helped saddle the country with a national debt that will hit £1.4 trillion by 2014."
