"Under the law, offenders aged below 10 are not judged to be responsible for their actions so criminal proceedings cannot be brought.
"Yet statistics show that children are fuelling misery for communities across the country.
"Campaigners claimed there was increasing anecdotal evidence of criminally violent children who could be prosecuted if they were older and called for the Government to consider lowering the age of responsibility."
