"SAN FRANCISCO Lt. Gov. John Garamendi of California, a Democrat, easily won election to Congress on Tuesday night, outpolling a little-known Republican in a suburban and largely liberal district east of San Francisco."Mr. Garamendi, a former state insurance commissioner who also served in the Clinton administration, had 55 percent of the vote with 29 percent of precincts reporting. David Harmer, a lawyer whose father, John, had served as California's lieutenant governor, had 40 percent in his first political campaign.
