"Philip Hammond, the Transport Secretary, demanded answers after motorists were gridlocked on icy roads, hundreds of flights were cancelled and rail passengers were forced to sleep on trains.
"Mr Hammond said complacency was not an option. Much of the chaos across the country was blamed on a failure to grit the roads.
"After the fiasco of last winter, Government agencies insisted that they had learnt from their mistakes. But the early snowfall caught them unawares."
