"New York City Transit let the brick ceiling of one of the city's oldest subway stations hang over riders' heads on the brink of collapse for 10 years without taking necessary action, according to an audit released Monday by the Metropolitan Transportation Authority's inspector general.

"No one had stepped up and said, We've got to get this done quickly,'  Barry L. Kluger, the transportation authority's inspector general, said in an interview. One phrase that one of the managers used was, They lost track of it.' "
